Self-managed, plan-managed and NDIA-managed funding can lead to different provider-choice, invoice and payment steps for indoor household cleaning. The cleaning task may look similar, but the person who checks the invoice and sends payment is not always the same. This comparison helps identify the pathway before a quote is prepared. It does not determine whether cleaning is funded, confirm a provider’s registration status or promise that a particular payment route will be accepted.

The three management options at a glance

Self-managed funding

The participant, nominee or representative manages the relevant funding. They choose providers, agree on the service and price, pay or arrange payment, make payment requests where required, and keep records. The NDIA says self-managers can generally use registered or unregistered providers, subject to any support-specific registration requirement.

Plan-managed funding

A registered plan manager handles provider payments and financial records for the plan-managed budget. The participant still chooses and works with providers, while the plan manager checks and pays invoices under the applicable arrangement. Provider onboarding and invoice submission instructions should be confirmed with that plan manager.

NDIA-managed funding

The NDIA manages payments for the NDIA-managed budget. Providers used for that funding must be registered and use the applicable NDIS payment process. Do not infer registration from a website label or from the word NDIS in a service description; check the official provider register and the exact funding component.

A plan can use more than one option

The NDIA’s guide to management options explains that a plan may combine management types. Ask which budget and management method apply to the proposed cleaning rather than relying on a general statement that a participant is self-, plan- or NDIA-managed. A different support in the same plan may follow another route.

The cleanest intake question is: who should receive and pay the invoice for this particular indoor cleaning service? Record the answer and the authorised billing contact before work begins.

Compare provider choice without assumptions

Self-managed and plan-managed participants can generally choose registered or unregistered providers, while NDIA-managed funding requires registered providers. Exceptions can apply where a type of support must be delivered by a registered provider. The official guidance on finding and choosing a provider should be checked for the current rule.

Compare who handles the invoice

In every pathway, the invoice should match the service actually delivered. A change in payer does not change the need for an accurate date, task description, quantity, rate, total and provider information.

Compare record-keeping responsibilities

Self-managers carry direct responsibility for keeping evidence of purchases. The NDIA’s self-management guidance describes records such as receipts, invoices and support details. A plan manager manages financial records for plan-managed funding, although the participant should still keep the service agreement and copies needed to check what was delivered.

For NDIA-managed funding, the provider needs records that support any payment request. The official guide to getting paid explains that payment routes differ and that accurate claim information matters. No pathway makes a vague or duplicate invoice acceptable.

Compare price discussions carefully

Ask for the same indoor task list under each option so that payment administration is not confused with service scope. The written response should explain the price basis, expected quantity, products, possible additional charges, cancellation terms and how variations are approved. The NDIA’s current pricing information should be checked at decision time. A maximum, where one applies, is not a Smurfettes price and does not prove funding. Self-managed pricing can work differently from NDIA-managed or plan-managed pricing, so obtain a written amount for the actual arrangement.

Keep the cleaning scope separate from administration

Whichever pathway applies, describe the indoor rooms and ordinary cleaning tasks that need assessment. Keep gardening, yard and exterior work, maintenance, repairs, personal care, transport, meal preparation, dishes, organising, decluttering, moving belongings, clinical work, mould or biohazard remediation and pest treatment outside the cleaning request.

Expanded or condition-dependent tasks must be assessed and accepted in writing. A plan manager’s willingness to receive an invoice is not acceptance of a special cleaning task, and a provider quote is not a decision that NDIS funding can be used.

Use one pathway checklist

  1. Confirm the exact plan budget proposed for cleaning.
  2. Confirm whether that budget is self-managed, plan-managed or NDIA-managed.
  3. Identify the authorised person or organisation that receives invoices.
  4. Check any provider-choice or registration condition for that pathway.
  5. Prepare one bounded indoor task list and address-specific quote request.
  6. Agree on price, service records, invoice details and change steps in writing.
  7. Do not begin until scope, capacity, payment instructions and access are confirmed.
