A change to an NDIS household-cleaning service should be agreed before it changes the work or price. A text asking for one extra room, a new annual schedule or an unexpected invoice line can all create disputes if no one records what changed, who approved it and when it starts.
A small operational adjustment can still have a price, safety, privacy or funding effect.
The person requesting access help may not be authorised to change the scope or price. Record the participant, nominee or other authorised decision-maker for commercial changes, and separately record who can coordinate the visit. Do not accept a permanent change from an unidentified person in the home.
If the participant uses a plan manager or support coordinator, clarify their role. They may help communicate or process an invoice without replacing the participant’s choice and consent.

The NDIA’s current pricing guidance says participants and providers can negotiate an appropriate and reasonable price and that participants must agree to pricing changes before they are made. A new pricing schedule does not silently replace an existing rate.

A short variation can work for one precise change. A new quote is clearer when the address, core task list, visit pattern, product responsibility or price model changes substantially. Mark which document replaces the old one and whether any unaffected terms continue.

A participant can ask about an additional indoor task during a visit, but the cleaner should not assume it is safe, within scope, fundable or authorised. Record the request, protect the agreed priorities and obtain written confirmation before adding time or cost where required.
Gardening, exterior cleaning, maintenance, repairs, personal care, transport, meal preparation, organising, decluttering, moving belongings, clinical cleaning, mould remediation, biohazard work and pest treatment remain outside this indoor cleaning lane rather than becoming “variations”.
A participant’s plan can use different management methods for different funding. A change may affect which provider can be used, where the invoice goes and whether enough budget remains. Confirmation from a plan manager is not the same as participant consent to a new cleaning scope, and participant consent does not guarantee that a claim will be accepted.
If responsibility for products, equipment, keys, alarms, parking or home entry changes, state the new process and start date. Do not include access codes or sensitive key locations in a broadly shared variation document. Give operational details only to the people who need them through an agreed secure channel.
Use version numbers or dates and keep the original, proposed variation, acceptance and final consolidated terms. Do not overwrite the only copy of the prior agreement. The participant should be able to tell which version applies to each service date.

Compare each invoice date with the variation’s effective date. Services before the change should use the previous agreed scope and price; later services should use the accepted replacement. A retrospective price or task change requires particular scrutiny and should not be assumed.
Check the invoice requirements and request correction when the invoice applies the wrong version.
The authorised person should be able to say:
No response should be treated as acceptance unless the existing lawful agreement clearly establishes an applicable process.
