A weekly cleaning arrangement should be built around a stable task charter and a short handover for each visit. It is not a promise that every room will be cleaned every week or that an ongoing booking will never change. The participant, nominee or another authorised person chooses the recurring tasks, confirms current priorities and approves any change to the written scope.
Create the stable task charter
Record the full address, authorised rooms, exact surfaces and actions, normal visit day or time window, access method, communication preference and person who may approve changes. Keep the core list short enough to be understood and quoted. Put occasional, specialist or uncertain tasks outside the charter until they receive a separate decision.
Use a seven-day handover journal
Between visits, the authorised person can note changes that affect the next service: a room will be unavailable, a priority surface needs attention, an item must not be moved or access will be different. The journal is a handover tool, not an instruction for unlimited extra work. Each note should show who wrote it and whether it changes a quoted task.
Give each recurring task a completion signal

A completion signal should describe the task, not promise a lasting condition or household outcome.
Confirm the visit handover before work
At the start of the visit, check the authorised contact, access, journal notes and any room restriction. Confirm whether the recurring order still fits. If a new request would affect time, price, safety or another task, send it to the change approver. Do not treat a casual comment from a housemate or worker as automatic authority.
Keep a short exception strip
Record only exceptions to the stable charter: a task deferred, a room unavailable, an approved priority swap, a product restriction or a new issue referred elsewhere. This avoids rewriting the full scope each week while preserving what changed. An exception applies to the stated visit unless a new charter version makes it recurring.
Separate household cleaning from other work
Routine household cleaning is different from personal care, meal preparation, repairs, pest treatment, mould remediation, biohazard work, clinical infection control and tenancy-required exit cleaning. Report and isolate a request outside the charter. It should not become recurring merely because it was found during a weekly visit.
Protect authority in a shared home
Identify the participant’s private area, authorised shared spaces and excluded rooms. State whose belongings may be moved and where they should be returned. Family, housemates, support workers, SIL staff, housing workers or property managers may provide access information, but they do not automatically control the participant’s cleaning priorities, records or invoice.
Apply the NDIS funding test to the charter
Weekly frequency does not determine funding. Before using NDIS funds, confirm that each household task is an NDIS support, relates to the participant’s disability support needs and is in line with the participant’s plan. Keep ordinary living costs, tasks for other household members and work another provider is already responsible for outside the NDIS service record.
Check the provider and payment path
For an NDIA-managed plan, verify the current registered-provider requirement. Plan-managed and self-managed participants can generally choose registered or unregistered providers, subject to current rules and the plan. Confirm the legal entity, provider eligibility and invoicing route before accepting the quote.
Make the recurring quote version-controlled
The quote should identify the charter version, address, recurring task list, exclusions, expected time or price basis, access method, decision-maker and invoice contact. When the recurring scope changes, issue a new dated version. Do not overwrite a past quote or rely on a verbal addition that cannot be reconciled with later service records.
Close each visit with four statuses
Mark each quoted task completed, deferred, declined or unable to proceed. Add a short reason only when it helps explain an exception. Compare the visit record with the invoice before approval. A task should not be billed or described as completed when the record shows it was stopped or not reached.
Review the charter on a planned date
Choose a review interval rather than letting the arrangement run unchanged indefinitely. Check whether recurring tasks remain useful, whether exceptions repeat, whether access works and whether the plan-management or funding position changed. Create a new charter for future visits and keep completed weekly records unchanged.
Use minimum necessary information
The cleaner needs the task, access and communication information required for the visit, not an entire plan or diagnosis history. Keep journal entries factual and limited. Use an agreed channel for arrival messages, secure temporary keys and codes, and delete access details when the arrangement ends or the authority changes.
