Cleaning in Specialist Disability Accommodation (SDA) or a home where supported independent living (SIL) supports are delivered can involve several organisations, but the participant’s household-cleaning brief still needs one clear decision path. Before buying a separate service, identify the exact task, who is already responsible for it, who controls the property, who may authorise access and which payment route is being considered.
Open one decision docket for each task
Do not begin with a general request to “clean the shared home.” Create a docket for each participant-authorised task. Name the address, room, surface, action, frequency or date, participant priority and person who may approve a change. A bathroom floor, participant bedroom surface and shared kitchen bench should be separate dockets because ownership and responsibility may differ.
Pass every docket through five checks

A task should not move to the quote until all five answers are recorded. “Unknown” is a reason to pause, not a reason to assume the cleaning provider is responsible.
Keep SDA and SIL roles distinct
SDA relates to the dwelling, while SIL is assistance or supervision with daily tasks that helps a participant live independently. A housing provider, SIL provider and separate cleaner can therefore have different roles at the same address. Do not use “SDA,” “SIL” or “NDIS” as a substitute for identifying the organisation and exact responsibility involved.
Check for duplication before requesting a quote
Compare the task docket with the participant’s SIL service agreement, roster or other documented support as appropriate. Ask whether the task, time or staff support is already funded or supplied. A separately arranged cleaning invoice should not duplicate a task another provider is already responsible for. Record the answer and the person who supplied it.
Route property work away from the cleaning scope
Repairs, building maintenance, pest treatment, structural mould remediation, fixture replacement and damage decisions belong with the responsible housing or property party. Routine cleaning does not make a cleaner responsible for the condition of the dwelling. Report a fault, isolate the affected task and continue only with other safe, authorised cleaning work.
Define private and shared areas
Mark the participant’s private room, authorised shared areas and excluded rooms. Identify whose belongings may be moved and where they should be returned. A housemate’s private area or personal items should not be added because they are nearby. For a shared surface, record the participant-authorised task and confirm that the quote does not silently include work assigned to another resident or provider.
Set an access authority chain
Record the participant or nominee, arrival contact, key or code holder, on-site contact and change approver. These may be different people. SIL or housing staff may facilitate entry without having authority to change the participant’s cleaning scope or invoice. State what happens if the authorised room is unavailable or the person needed for a decision cannot be reached.
Preserve communication choice
Use the participant’s preferred communication method and allow appropriate supported decision-making. Provide the task dockets in an accessible format where needed. Share only the information necessary for the cleaning visit. A cleaner usually does not need a full plan, diagnosis history, incident record or another resident’s support information.
Apply the NDIS funding test to each docket
Before using NDIS funds, confirm that the household task is an NDIS support, relates to the participant’s disability support needs and is in line with the participant’s plan. Check plan-management requirements, including the current registered-provider rule for NDIA-managed funding. A SIL or SDA setting does not automatically make a separate cleaning task payable from the plan.
Keep provider registration claims specific
Registration rules can depend on the provider role and plan-management arrangement. Verify the legal entity, current Commission record and relevant registration group when registration is required. This page does not state that every cleaner, every household service or every organisation at the address has a particular registration, screening or qualification status.
Make the quote docket-by-docket
The quote should list the accepted task dockets, exclusions, service date or frequency, time or price basis, access chain, change approver, legal entity and invoicing contact. Avoid a single vague line for “SIL house cleaning.” If a new task is proposed, send it through all five checks before adding it to a new dated quote version.
Reconcile evidence without sharing too much
After a visit, mark each docket completed, deferred, declined or unable to proceed. Compare the service record with the quote and invoice. Ask about duplicated, missing or unapproved tasks before payment. Keep only the minimum evidence needed for the service, funding decision and relevant record obligations, and restrict access to authorised people.
Review the arrangement when roles change
Repeat the responsibility and funding checks when the participant moves, the SIL or housing provider changes, the plan-management arrangement changes or another service begins covering a task. Create a new dated docket rather than editing completed records. A previous responsibility decision should not be treated as permanent when the underlying agreement has changed.
