Moving home can involve two different cleaning requests. Exit cleaning that is a direct cost of meeting a tenancy agreement is generally excluded from NDIS supports. Limited transitional exceptions may apply to certain existing plans; ask your NDIS contact to check whether an exception applies before booking. Ask for a separate exit-clean quote and confirm its payment arrangement. Routine disability-related household cleaning before or after the move is a different request that must be checked against the participant’s plan. The NDIS list of supports that are not NDIS supports names tenancy-compliance exit cleaning explicitly.

Keep three kinds of work separate

If you need cleaning at both addresses, describe each part separately:

  • Before the move: identify routine disability-related household tasks needed while the participant still lives at the old address. Consider NDIS funding only if each task is an NDIS support, relates to the participant’s disability needs and fits their plan and current rules.
  • Exit clean: identify the work required because the tenancy is ending or the property must be handed back. This direct tenancy cost is generally private-pay. Ask your NDIS contact to confirm whether a limited existing-plan exception applies before considering NDIS funds.
  • After the move: identify routine disability-related household tasks needed at the new home and ask the authorised funding contact to check them separately against the plan and current rules.

Use a separate address, service date, task list, authorised decision-maker, quote and payment method for each part that is needed. Do not put a private tenancy cost on an NDIS invoice or assume that all cleaning around a move is excluded.

Describe the end-of-lease clean

Gloved hand wiping a bench beneath open cupboards

For the old property, give the address, property type, bedroom and bathroom count, move-out date, key-return deadline and person who can approve the work. Say whether the rooms will be empty, whether furniture remains and how the cleaner can enter. A landlord’s or property manager’s checklist is useful to discuss, but its items are not automatically included in a cleaning quote.

Walk through the property room by room. Name each surface or fixture, its current condition, the cleaning action requested and anything that must not be touched. For example, distinguish kitchen benches, cupboard fronts, oven and rangehood work; or a shower screen, tiles, basin, toilet and exhaust cover. Ask separately about balconies, garages, internal windows and wall marks rather than assuming they are included.

Check what the quote includes and excludes

The written exit-clean quote should list the chosen tasks, exclusions and any condition that must be met before work can proceed, such as safe access, working water and power, or an empty room. Ask specifically about oven interiors, cupboard interiors, blinds, tracks, carpet treatment, high areas, rubbish removal and outside areas. Damage repair, pest control, moving services and specialist remediation need their own assessment and are not assumed to be part of a cleaning service.

A cleaner can agree to perform the quoted tasks but cannot decide how a landlord will inspect the property or whether a bond will be returned. Note pre-existing damage and maintenance issues and refer them to the person responsible for the property. A cleaning quote is not a damage certificate, bond guarantee or tenancy-dispute decision.

Agree access and the handover time

Confirm who will open the property, how keys are collected and returned, whether a lift or loading area is booked, and whether electricity and water will still be available. Tell the cleaner the latest finish time before inspection or key return. If removalists, tradespeople or another cleaner will be present, agree the order so a finished area is not used again. Share alarm, lockbox and other entry details only through the agreed secure contact and delete temporary access details when they are no longer needed.

Check any separate NDIS household support

The participant may need routine disability-related household cleaning at the old or new home. Describe the exact task, address, service period and reason it is needed because of the participant’s disability. Before NDIS funds are used, confirm it is an NDIS support and fits the plan and current rules. This check does not itself establish an exception for tenancy-required exit cleaning; ask your NDIS contact to confirm any applicable existing-plan exception separately.

For NDIA-managed funding, check that the provider is registered for the relevant support. For plan-managed funding, ask the plan manager what is needed to assess the separate household-support quote. For self-managed funding, keep the information and records required under current NDIS rules. Ask the participant’s NDIS contact, plan manager or support coordinator where the funding or payment path is unclear. These steps apply to the proposed disability-related household support, not to the private tenancy clean.

Use separate quotes and invoices

If both services are requested, ask for a separate exit-clean quote, with its payment arrangement confirmed, and a disability-related household-cleaning quote. The invoices should also be separate. Each document should show its address, service date, itemised tasks, price basis, authorised approver and payment route. Ask for correction if a document bundles the private tenancy cost into an NDIS line or uses a vague description that hides which work was delivered.

Choose who may add, remove or defer a task. If the property condition differs from what was described, pause the affected work and agree any new scope, price and timing in writing before it continues. A housemate, support worker, landlord or property manager may give useful information, but does not approve a change to the customer’s cleaning agreement unless that authority has been documented.

After the service, compare each invoice with its own accepted quote, approved changes and work actually delivered. Check the old-home and new-home household support separately against their task records and funding decisions. Keep only the information needed for payment, questions and record obligations; a problem with one service should not cause another completed record to be rewritten or billed differently.

Request a written end-of-lease quote

Send the old address, room list, current condition, requested tasks, exclusions, access plan, move-out date and key-return deadline. Call 1300 525 336 or email info@smurfettescleaningservice.net for a written exit-clean quote. Tenancy-required exit cleaning is generally private-pay; confirm any applicable existing-plan funding exception before booking. If routine disability-related cleaning is also needed around the move, describe it separately. A booking is confirmed only after scope, price, timing and access are agreed in writing.
