NDIS Cleaning Supports and Non-Supports

The official NDIS supports and non-supports lists answer a rules question: what types of services, items and equipment may or may not be bought with NDIS funding. They do not approve every cleaning request. Indoor household-cleaning labour, cleaning products, a participant’s plan and the proposed service must be considered separately.

Start with both official lists

The NDIA explains that a purchase must be an NDIS support, relate to the participant’s disability and be in line with the participant’s plan. A service must fit a category and the overarching description on the supports list, and it must not be excluded by the non-supports list. Not finding a phrase on the non-supports list does not prove that it is funded. Likewise, seeing cleaning as an example of daily-life assistance does not establish the amount, frequency, provider or price for one participant.

Cleaning labour may be a daily-life support

The NDIA’s Core supports guidance says assistance with daily life may include hiring support workers to help with everyday tasks such as cleaning, depending on the participant’s goals and individual plan. That is the relevant starting point for disability-related help with essential household cleaning.

A useful description identifies the labour: who will perform which agreed indoor tasks, at what address, for what duration or quantity, and how the assistance relates to the participant’s disability. Use an NDIS cleaning task list to separate that labour from products, unrelated household costs and work outside the quoted service.

Four checks still apply to the individual purchase

  1. Support-list fit: the proposed assistance must fit the current definition and category for an NDIS support.
  2. Non-supports check: the same purchase must not fall within an excluded category.
  3. Disability and plan fit: it must relate to the participant’s disability and be in line with the current plan.
  4. Amount and evidence: the proposed quantity and frequency must fit the individual decision, budget and supporting information.

The reasonable and necessary guidance explains that NDIA decisions use individual circumstances and evidence. A cleaner, website or invoice cannot make that plan decision.

Separate labour from ordinary products

A worker’s time to complete agreed disability-related household tasks is not the same purchase as sprays, cloths, detergents, vacuum cleaners or other household goods. The official non-supports list places groceries that include cleaning and household products, and standard household items or products, within day-to-day living costs. Do not assume that products become NDIS supports because they are listed on the same quote as labour.

Keep the indoor service boundary clear

For these Smurfettes pages, the proposed service is agreed indoor household cleaning of suitable rooms and surfaces. Heavy build-up, appliance or cupboard interiors, internal glass and unfamiliar or delicate surfaces need assessment and written confirmation. Mentioning a special request does not add it to the service.

Gardening, yard or exterior work, repairs, maintenance, personal care, transport, meal preparation, dishes, organising, decluttering, moving belongings, clinical cleaning, mould remediation, biohazard work and pest treatment are outside this indoor cleaning lane. A different support may have different rules, evidence and provider requirements.

A flexible budget is not unlimited permission

Core funding may be flexible across eligible supports within the applicable budget, but flexibility does not override the supports lists, a stated component, the total funding amount or the participant’s plan. Check which budget or funding component is proposed and whether other committed supports already use it.

Management also matters. The NDIA’s management options guide distinguishes self-managed, plan-managed and NDIA-managed funding. Those pathways affect payment and provider requirements, not the underlying supports-list test.

Replacement supports are a narrow written process

A replacement support is not a general way to turn a non-support into a funded purchase. The NDIA’s replacement support guidance says only listed replacements can be considered and written NDIA approval is required before funding is used. A replacement substitutes for an existing support; it does not create extra funding.

Do not describe ordinary cleaning products or an unrelated household expense as a replacement support unless the participant has an exact written NDIA decision that applies.

Do not confuse support status with provider or price approval

A service can be capable of being an NDIS support without every provider, rate or booking being acceptable. The participant still needs a suitable provider, a clear price, the correct management pathway, enough budget and a service that matches the written scope. Registration requirements depend on the management method and support.

A provider quote is evidence of a proposal. It is not evidence that the NDIA or plan manager has approved the purchase, and a paid invoice is not proof that the funding decision was correct.

Use a decision path instead of a label

  1. Describe the exact indoor cleaning labour and separate every product or other cost.
  2. Check the current supports and non-supports lists.
  3. Check the participant’s plan, disability relationship, budget and management method.
  4. Ask the appropriate NDIA, plan-management or support contact about any uncertainty.
  5. Obtain an address-specific written quote and keep the decision record.
